Seems to be a resident of the Martinez Marina. About a third of the RTHs in this gallery are of "Rusty." Isn't he gorgeous?
Ethan Winning > Harlan's Hawk

A subspecies of the Red-tailed Hawk. Vic Fazio Yolo Flyway, West Sacramento. Everything about it said "Red-tailed Hawk," everything that is except the head the basic colors and the tail feathers. Of course, it could have been an RT morph, but two birders have confirmed that it's a Harlan's. Good enough for me.
